The Victorian Government works with employers and industry to understand where skills shortages exist and attract global talent to help fill them.
How industry and skills shortages are identified
Occupations on Victoria’s Visa Nomination Occupation Lists are identified based on evidence that they are:
- essential to Victoria’s economy
- not able to be delivered by the education sector
- able to deepen the existing skills base in the economy.
Various sources provide evidence of ongoing skills shortages and demand for skilled migrants, such as:
- macroeconomic forecasts of industry and long-term assessments of industry and employment performance
- micro-level data from industry peak bodies and employers
- evidence from consultations with key industry stakeholders such as employer organisations, employers, State and local government agencies.
This labour market evidence can include information about upcoming projects and infrastructure investments, information about skills retention and training investment levels, forecast education and retirement flows, and survey responses from industry outlining recruitment difficulties and skill shortages.
Using labour market evidence can helps us understand the skills shortages that Victoria is currently experiencing.
Submitting an occupation for visa nomination consideration
Submissions are welcome from industry and employer groups who want occupations included or removed from Victoria’s Visa Nomination Occupation Lists.
If you make a submission, it should outline a strong evidence base demonstrating that skilled migration within your proposed occupation:
- is critical in addressing long-term growth and industry objectives
- cannot be addressed through education and training strategies.
Evidence provided should be up-to-date to ensure it reflects current and future labour market needs. Whilst anecdotal feedback will be considered, more weight will be given to submissions that include evidence-based data.

Victoria’s State Migration Agreement
Victoria has entered a State Migration Agreement with the Australian Commonwealth Government. This means Victoria can nominate investor, business and skilled migrants to address specific economic development objectives.
The State Migration Agreement sets out the terms and conditions for Victoria to act as a nominating authority.

The Victorian Government offers visa nomination to high calibre global talent in priority industries. Visa nomination is a mechanism for Victoria to attract and retain global talent in industry areas forecast to have strong medium to long-term growth and in areas of advanced knowledge.
Industry Panel Advisors voluntarily assess CVs of applicants applying for visa nomination against criteria including the applicant’s skillset, work experience, and likelihood of finding work in the Victorian labour market – taking into consideration the industry's medium to long-term needs.
Industry insight is provided on applications across the following industries:
- Engineering and building
- Biotechnology and science
- Human Resource Management
- Information and communications technology
- Tourism and hospitality
